I think I must have missed that whole discussion above. On that note, consider this revised version of Muster of the Dead:
Muster of the Dead
Condition
Bearer must be a Wraith in the dead pile.
Bearer does not count towards the rule of nine.
To play a companion you must add a threat.
“...but the Dead followed.”

And now for the bad guys. As before, I’ll introduce the culture with a couple of splashy cards before settling down to something more organised.
•The Witch-King, Lord of the Twilight
Minion • Nazgul
Strength: 14
Vitality: 4
Site: 3
Twilight. Enduring 2.
Return - Remove a threat.
To play spot a Wraith or a twilight card.
If the Witch-King is killed, remove him from the game.
"’No living man may hinder me!’"
Don’t panic! The Witch King is the only Wraith minion with return. Indeed, return is so powerful on minions that I’m only making one more minion with the mechanic - Gollum, and he always was tricksy.
Morgul Wound
Condition • Support Area
Strength: -1
Resistance: -2
Twilight.
Bearer gains twilight. Limit 1 per companion.
Skirmish: Transfer this condition from your support area to a companion skirmishing a Wraith or a twilight minion.
"Ever since the sun had begun to sink the mist before his eyes had darkened..."
And what do you do once you’ve made a companion twilight? Well, you could always play this guy:
•Ulaire Enquea, Creature of Twilight
Minion • Nazgul
Strength: 11
Vitality: 4
Site: 3
Twilight. Enduring 2.
To play spot a Wraith or a twilight card.
Each twilight companion is resistance -2.
Each companion with resistance 2 or less is strength -2.

I don’t like it - it’s a bit too messy and confusing for my taste. I think much better is your original card but adding 1 burden instead of threats. That way you can play as many companions as you like, as long as you don’t mind corrupting yourself.

An apt subtitle! Return on minions is fine as long as it’s costed properly, in my opinion. So unless you can actually kill him he continually comes back to haunt you? Cool! Perhaps you could instead give him legendary instead of removing him from the game?

I’m not sure a wound can be Twilight. The rest of the card looks fine except that it’s name is Morgul and you can’t transfer it with Nazgul (that aren’t twilight). I would definitely replace ’Wraith’ with ’Nazgul’ or perhaps remove it altogether and leave it at ’twilight minion’.

Feels like a good Enquea, though enduring 2 is bordering on too much with his 4 vitality. Could he not be an Attea or Toldea? Again though, not sure about the ’Wraith’ reference. Perhaps ’ minion’ would make more sense.

Or, how about a Tomb like this:
Tomb of Dunharrow
Condition • Support Area
Tomb.
When you play this, you may stack a Wraith from your dead or discard pile here.
Wraiths stacked here do not count towards the rule of 9.
Or if it’s unique with the ability to stack multiple Wraiths there.

I agree with Thran not about the tomb but about the adding a burden for balance of Muster of The Dead, Anvar.

Seems ok, tricky to discuss balance though as he is not useful but return could be lethal. Who knows?

To "wound" the companion surely you need to "win a skirmish" first? Rather than just straight transfer?
