A multi-cultural swarm deck using at least 1 card from each of the first 17 sets.

While studying all 17 sets for a suitable deck for Cobra’s latest contest, I decided upon a multi-cultural deck filled with cheap minions. Here is the decklist:

Shadow (35)
Goblin Runner x4
Goblin Sneak x2
Goblin Scrabbler x2
Isengard Shaman x2
Dunlending Ravager x2
Warg-rider x2
Isengard Tinker x2
Desert Sneak x2
Corsair Lookout x2
Gollum, Dark as Darkness
Gollum, Mad Thing
Scurrying Goblin x3
Crazed Hillman x2
Orc Plains Runner x2
Furious Hillman
Courageous Easterling x2
Dead Faces
Saruman, Instigator of Insurrection x2

Strategy
Yeah, I know it doesn’t look like much, but it can be a very powerful deck. The main strategy is to swarm your opponent; all those cheap minions can swarm a Fellowship as early as site 4 (or maybe even earlier with Goblin Scrabbler!). Goblin Runner and Scurrying Goblin can add twilight if needed, although many times you won’t need the twilight.

If you go up against a 8 or 9 companion deck, play Saruman along with a host of minions. In addition to gaining hunter bonuses, your minions can survive from wounds due to Saruman’s wound-prevention. This can allow many minions to survive till regroup, discouraging your opponent from double-moving.

One of the best times to use this deck is in a multi-player game. With all the low-cost minions, you can insure that every twilight token is used against your opponents. In addition, you can sometimes use the special abilities on your minions more often; for example, Scurrying Goblin could add 2 much more easily if your fellow Shadow player has an Orc deck.

Finally, since you’ll be able to play most (if not all) of your minions each turn, this Shadow is ideal to pair with a Free Peoples deck that requires a fast-cycling Shadow.

Brand, King of Dale and Gildor Inglorion (among others) are great at swarm control and would slay these (as well as Power According to His Stature), as are the various defender +1 and suits of armor (or coat of mail, etc) available....try adding a few higher strength minions to make it more effective.

Yeah, it’s definitely not a tournament-level deck, but I don’t think it’s possible to build a tournament-level deck using cards from each of the 17 sets. This is probably one of the most viable options for this format.

Those same problems can hurt all swarm decks, but your suggested solution would defeat the purpose. It wouldn’t make the deck more effective; on the contrary, it would detract from the strategy presented and evolve into a entirely different type of deck. This is a swarm deck, focusing on lots of cheap minions, so adding more expensive minions would take up more twilight and ruin the deck.
