The best culture is definitely Wraith. Great minions, super game text (especially cards that add burdens to the R-B), and the Witch-king is what puts Wraith ahead. The top 5 cultures are:
1. Wraith
2. Gollum
3. Isengard
4. Elven
5. Gondor |
