Nope. Paying the cost is not a triggered ability or activated ability, but part of the spell’s effect. You can’t stop "part" of an effect from a spell, unless that effect is, of course, a triggered ability or activated ability on its own, like Storm. So, for instance, you can’t play Smallpox and, in response, play Stifle to stop, say, the "sacrifice a land" part of the effect. You can, however, play Angel’s Grace to prevent you from losing the game.
