"Players may perform skirmish actions (special abilities on cards in play with ’Skirmish:’ and events with that keyword) using the action procedure described in the maneuver phase." -RotK Rulebook
Can you use these "Skirmish:" actions from the game text of one minion during the skirmish of another minion? |

Of course. However, sometimes the effect will not have the desired result.
For example, if you use Orc Soldier’s ability during someone else’s skirmish, he won’t wound anyone (because he is not currently skirmishing a companion).
Just do what the cards say and you’ll be fine. |

| I had a similar question, regarding Red Wrath, but then I realized that it only works when the involved minion is actually skirmishing. |

I wanted to know for the card Ulaire Lemenya, Thrall of the One.
You can use his ability to wound up to 3 other minions even if he is not in the current skirmish? |

Of course he can.
His text says: Skirmish: Heal Úlairë Lemenya to wound up to 3 other  minions.
There are no restrictions listed in his text, so there is no reason why you couldn’t use it during someone else’s skirmish.
As a general rule, as long as there is nothing restricting a skirmish action, you can perform that action during anyone’s skirmish. For example, Ulaire Enquea, Thrall of the One specifies that he must be skirmishing in order to use his ability, so you couldn’t use it in someone else’s skirmish. |
