Ive seen alot of people use like a level 3 for 6 and weird stuff like that, DO you have to use example: a site 3 for 3 or can you use it it for anything?

"Site numbers" only exist in the Fellowship, Tower, and King blocks -- in War Block, Standard, or Expanded play, you use War Block sites which have twilight numbers but no site numbers. These can be played in any order.

Does this mean when i'm not playing in a Block format I can use any level as any level even if they card was designed for th eFellowship Blick?

Not sure what you mean by "level." LOTR TCG sites only have two stats -- the site number (which only appears on older sites, from Fellowship of the Ring through Mount Doom), and the twilight number.

In Standard or Expanded Format play, you must use the "new" type of sites (that is, the sites from War block).

When not playing in block format, only sites from War of the Ring block are legal.
I'm not stupid. I'm just unlucky when I'm thinking.

also with the new sites the first 3 sites are region 1 next 3 are region 2 and the third 3 are region 3
in the first region when the fellowship moves then you add the twighlight of the site
in the second region you add the twighlight + 3
and in the third its the twighlight +6
