I was wondering with Imrahil, Prince of Dol Amroth if he wins a skirmish can you just exert 1 minion?
with war club can you just discard one possesion?
and in a trade with Josiah of rohan i asked for a blue bordered merry horticulturlist he had listed among his cards.
I was wondering how that might have happend? |

You must do as much of the card’s effect as you can. If there are 2 minions that are capable of exerting, then you must exert them both. If there is only 1, then you can exert only 1. Same thing with the War Club; if there are 2 FP possessions, then you must discard both of them.
The blue border is a printing error. This happens every now and then. |

It’s not a must... it’s may. So if you win with your Imrahil you may exert up to 2 minions, but you can choose 1 or 0 if you’d like.
Same with war club, you can discard 2, 1, or 0. |

You are correct in that it is "may," but if you choose to use the action, you must do as much of it as you can. So if you choose to use Imrahil, and there are 2 minions that can exert, you have to exert them both. The only time you can exert 1 minion is if there is only 1 minion who can exert.
This is the correct answer. |

can you choose whether you will exert 0 1 or 2 no matter how many minions can be exerted? |

No.
When Imrahil wins his skirmish, you can choose whether or not to use his ability. If you choose to use it, you must exert 2 minions (unless only 1 minion is in play). |
