How about cards that key off of subtitles?
 •Coordinated Strike 
Condition•Support Area
While you can spot X Nazgul with the same subtitle, each unbound companion is Resistance -X. |

If a minion was just killed in a skirmish, discard a card from hand to heal a minion with the same subtitle. |

’Regroup’ should be response... and events cannot be unique. |

Hmm...it doesn’t have to be "Response", but that would make it more valuable to the player. For example: if it was regroup, it would just trigger after all skirmishes. So if a minion was killed in one of those skirmishes, you could take the action. But it should be "Response".

interesting concept since you ahve the faster then winds and the ToTO

Don’t forget Lieutenant of Morgul (from FOTR) and Wraith on Wings (I think there’s multiple "Wraith on Wings" Nazgul...)

Maybe...but it does cost , and you have to practically exhaust a Nazgul-although Ulaire Enquea, Thrall of the One would be bad (game text for exertion only applies in Skirmish...). I’ll change it to exclude enduring Nazgul, I think. That would be really bad with the WK.
