I made this card a long time ago:
•Eomer, Bearer of Loyalty
Companion • Man
Strength: 7
Vitality: 3
Ringed Resistance: 7
While Eomer is the Ring-bearer, at the start of each skirmish involving him, add 2 burdens or discard 3 possessions.
Each time Eomer wins a skirmish, you may exert 2 minions. |

Yes, there is a drawback. It’s the exertion. But I see your idea...he needs a drawback like "at the start of each skirmish". I’ll add one in. |

One thing: this would really mess with the spotting requirements for fellowships. Many Eomers are twilight -1 when you can spot a man, and Gamling requires you to spot one. Normally, you can’t start both of them, but with this you can. |
