I am currently involved in a hot debate with Glamdring on Streaming to the field’s gametext:

My Interpretation:

X Wraith orcs are in play and I must have X cards in hand plus an additional one to have initiative. I.E. 6 out in play and I must have 7 cards.

His Interpretation:

X Wraith orcs are in play and I must have X cards in hand plus 4.

Please give your help.

Glamdring’s interpretation is correct.

The card text reads:

For each Wraith Orc you can spot, the Free Peoples player must have an additional card in hand to have initiative.

Since the Free Peoples player normally needs 4 cards in hand to have initiative anyway, this simply increases that by 1 for each Wraith Orc in play.

Whenever you have doubts over which way to interpret a card, always go with the literal interpretation. You will never be wrong if you do that.
All cards do what they say.
