I was really annoyed that Bill was the only way to mount a hobbit or Dwarf. So, I came up with:

----------------

2 War Pony
Possession - Mount
Strength +1
Bearer must be a Dwarf or Hobbit.
At the start of each skirmish involving bearer, each minion skirmishing bearer must exert.

----------

I’m unsure of the strength bonus and culture.

2•Merry’s Steed, Rohirrim Pony Rohan
Possession - Mount
Strength +1
Bearer must be Merry.
At the start of each skirmish involving bearer, each minion skirmishing bearer must exert.
Fellowship: Spot Eowyn to play Merry’s Sword or Merry’s Armor from your draw deck.

Arod is a way to mount Dwarves as well...

I really like this one. The other one is only an extension of the typical Rohan mount. What culture is it? Rohan or Shire? Same with your war pony, Rohan, Dwarven, or Shire?

Merry’s Steed would be Rohan

I’m not sure about War Pony - probably Rohan, otherwise make a Dwarven and a Shire one, each with a different ability. I’ll try thinking about different abilities for them.

merrys steed is pretty sweet.

War Pony would be pretty cool along with hobbit wounding, Frying Pan, Shadowplay, Unheeded.
