hmm, either lose the exertation, or lower the cost to 0

Now for some cards to help the Isengard Orcs from RotEL and EoF:

1 We Have Work to Do Isengard
Event • Shadow
Exert Saruman and spot X Isengard Orcs to exert X companions (limit 3).

0 Fires of Industry Isengard
Event • Skirmish
Make an Isengard Orc strength +2 for each wound on a character it is skirmishing.

2 Liquid Fire Isengard
Condition
To play, exert an Isengard Orc. Plays on a companion (and exerts that companion if he or she is an Ent).
Bearer cannot heal.

2 Isengard Engineer Isengard
Minion • Orc
Strength: 5
Vitality: 2
Site Number: 4
While you can spot 3 Isengard Orcs, each wounded companion cannot use special abilities.

5 •Isengard Commander Isengard
Minion • Orc
Strength: 10
Vitality: 4
Site Number: 4
While the Ring-bearer is exhausted or you can spot 6 companions, Isengard Orcs cannot be overwhelmed.
Regroup: Exert this minion twice to wound a companion.

Kind of overpowered for its low cost. The ability is great, it’s just not on the right body.

I think that, for flavor, he should be unique. Other than that, nice!

Perhaps make it spot an Isengard condition, and/or make it cost 1.

3 Uruk Assailer Isengard
Minion • Uruk-hai
Strength: 8
Vitality: 2
Site Number: 5
Damage +1.
Shadow:
Exert this minion and spot another Isengard minion to control a site. If you cannot spot 3 Free Peoples cultures, the Free Peoples player may exert a companion to prevent this.

(okay, basically a ripoff of Mordor Pillager, but Isengard could really use this guy)

4 Uruk Breaker Isengard
Minion • Uruk-hai
Strength: 9
Vitality: 2
Site Number: 5
Damage +1.
Regroup:
Stack this minion on a site you control.
Skirmish: If stacked on a site you control, discard this minion to make an Uruk-hai damage +1 or fierce until the regroup phase.

2 Reckless HateNOLINK Isengard
Event • Skirmish
Stack an Uruk-hai on a site you control to make another Uruk-hai strength +2.
