Here are the final two cards for this set:
 Council of Elrond [Site]
When the fellowship moves to this site, the Free Peoples player may take a card in hand from his or her draw deck of every culture he or she spots.
 Mount Doom [Site]
Mountain. Maneuver: If this site is in region 3, exert three minions (or exert Gollum twice) to add a burden. |

INSANITY! Should be ’into hand’ and the wording needs to be re-jigged a bit. ’When the fellowship moves to this site, the Free Peoples player may take a card of each Free Peoples culture they can spot into hand from their draw deck.’ No idea how balanced this is!

Apart from already being a site, it’s fun. I wouldn’t use this one over the current Mount Doom, though.
