I think this would make a cool King of The Dead.

Skirmish, add a threat and exert Aragorn twice, to wound each minion, under the streangth of six, X times for every other twilight you can spot.

Unfortunately, though I would phrase it differently, I agree. Maybe exert Aragorn and add a threat to wound each minion with strength 6 or less twice.

Also, he needs strength, vitality, and resistance. And a culture. And a race.
