These DCs are devoted to the chapter in RotK, The Scouring of the Shire. I wrote in an idea for a ruffian in Ingold55’s post below http://lotrtcgdb.com/community/about250-45.html.
So, i’d like to see a lot of ruffians, hobbits, and something new: Isengard hobbits. Those should be the hobbits that are sided with the ruffians.
Ruffians should be site 4 or 5.
I also would like a lore with each card, but that is optional.
And one more thing: Sherrif is an unloaded keyword that you can use on some Isengard hobbits.
This is open to anyone with a good idea.

(4) • Saruman, Sharkey Isengard
Minion • Man
Str: 8
Vit: 4
Site: 4
Each Isengard hobbit is strength +2.
Each Isengard man is site -1
While you can spot three Isengard hobbits, Shire hobbits lose all loaded key words.
"So you have heard the name, have you? All my people used to call me that in Isengard, I believe. A sign of affection possibly."

(2) • Robin Smallburrow Isengard
Minion • Hobbit
Str: 3
Vit: 3
Site: 4
Sherrif Muster
Skirmish: If Robin Smallburrow is skirmishing a Shire hobbit, you may exert him to wound that hobbit.
"We’re the First Eastfarthing Troop now. There’s hundred’s of sherrifs all told, and they want more, with all these new rules."

Str: 12
Vit: 3
Site: 5
Each of your other Isengard men is Fierce.
Shadow: Remove (3) to play an Isengard man from your discard pile.
"But it’s these men... the Chief’s men. He sends them round everywhere..."

(4) Horns by Their Belts Isengard
Event • Maneuver
Toil 2
Spot an Isengard man to play a possession on him, or to exert a companion (except the ringbearer).
The ruffians had clubs in their hands and horns by their belts...

Companion • Hobbit
Str: 3
Vit: 4
Res: 8
Enduring
Fellowship: Play a possession on merry to remove (2).
Assignment: Exert Merry to assign an Isengard hobbit to him. That hobbit is stength -3 until the start of the Regroup phase.
"Bless me! It’s Master Merry, to be sure, and all dressed up for fighting!"

When you play Green Dragon Inn, you may pay x twilight (limit 5), then transfer it to an unbound hobbit. That hobbit is strength -x until the start of the regroup phase

while you can spot Saruman, exert ruffian captain to make a Isengard man strength +2 for each unbound hobbit companion you can spot. (and exhaust an unbound hobbit if you can spot Grima.)

2 Words. Holy Crap! Waay too powerful. Take out the "Shire hobbits lose all loaded keywords."

Ugh...no. 9 strength Merry base, playing possessions to remove twilight, and strength -3 minions till the regroup phase? Almost a Saruman, Sharkey level.

it was a rather comic cavalade that left the village... a dozen sherriffs had been told off as escort to the ’prisoners’; but marry made them march in front, while frodo and his friends rode behind.
