I have thought, wouldn’t it be cool to have Manwe or Ulmo fight alongside your fellowship? But of course, they would have to be unbelievably powerful... They are gods after all. But I also thought that they couldn’t really die... So making them companions would be too overpowering. So I recently thought of this idea...
Valar are not going to be companions, or characters at all, they will not be able to be targeted by cards that designate "companions" or "characters."
Valar have to be powerful and invincible. They are gods.
Valar can’t stay forever. This just makes sense. They have other things to attend to. And well, keeping them out forever is just a broken concept.
I also added that you can’t just "play" them. You have other stipulations to play them. Like other cards that summon the gods. Also you can’t have more then one out at a time. Well having more would be an impossible wall for the shadow players.

So basically:
Valar can’t normally be summoned.
They can’t stay out forever.
They can’t die.
They can’t be out in numbers.

So I have also created summoning cards, corresponding to each of the Valar. They also, instead of a resistance, have a site number. This number tells you how many sites the Valar can travel with you. You can only play a maximum of two Valar a game. They also have an invinite vitality, so they can’t exert or take wounds. And you can only have one out at a time. So here are a couple ideas.
(8)•Ulma, Lord of the Waters [Valar]
Strength: 15
Vitality: -
Valar Site: 3
Valar
Ulma may not be played normally from your hand, draw deck, or discard pile.
When you play Ulma, you may discard a condition or exhaust a minion.
Each time Ulma wins a skirmish, you may discard a card from hand to remove a burden.
Each time Ulma loses a skirmish, you may wound the winning minion twice.

(0)•Call Upon Ulma [Valar]
Condition • Support Area
To play, exert 3 companions.
When you play this condition, you may discard all cards in your hand except one to add 5 [Valar] tokens here.
At the start of each of your turns, you may add a [Valar] token here (or 3 if you spot less than 3 companions).
Fellowship: Discard 2 cards from hand to add a [Valar] token here.
Maneuver: Remove 5 [Valar] tokens here to play Ulmo from your hand.
Maneuver: Remove 8 [Valar] tokens here and remove this condition from the game to play Ulmo from your draw deck or discard pile.

(10)•Manwe, Greatest of the Valar [Valar]
Strenth: 22
Vitality: -
Valar Site: 2
Valar
To play, remove 8 [Valar] tokens from the card, Call Upon Manwe.
Each time Manwe wins a skirmish, you may remove that minion from the game.
Each time Manwe loses a skirmish, you may wound that minion twice.

(4)•Call Upon Manwe [Valar]
Condition • Support Area
To play, discard your condition from play.
Each time a companion wins a skrimish, add a [Valar] token here.

To play, remove 6 [Valar] tokens from the card, Times of Greatest Need.
When you play Ulma, you may discard a condition or exhaust a minion.
Each time Ulma wins a skirmish, you may discard a card from hand to remove a burden.
Each time Ulma loses a skirmish, you may wound the winning minion twice.
R+

(10)•Manwe, Greatest of the Valar [Valar]
Strenth: 18
Vitality: -
Valar Site: 2
Valar
To play, remove 8 [Valar] tokens from the card, Times of Greatest Need.
Each time Manwe wins a skirmish involving a minion, you may remove that minion from the game.
Each time Manwe loses a skirmish involving a minion, you may wound that minion twice.

(8)•Aule, the Smith [Valar]
Strength: 16
Vitality: -
Valar Site: 3
Valar
To play, remove 7 [Valar] tokens from the card, Times of Greatest Need.
Each time Aule wins a skirmish, place a [Valar] token on him.
When you discard Aule, spot X [Valar] tokens on him to remove X burdens.

(4)•Times of Greatest Need [Valar]
Condition • Support Area
To play, spot X wounded companions, add X [Valar] tokens here.
Fellowship: Discard a card from hand to add a [Valar] token here.
Response: If a companion takes a wound, you may add a [Valar] token here.
While you have no [Valar] tokens here during the maneuver phase, discard this condition.

Oh I just realized something shouldn’t the valar be able to defeat suaron? but not even manwe has enough strength to do it.

Nice! I loooove the balancing mechanism. A lot of people would just make the Valar uber-companions, but you put them in very nicely.
