I currently have about 1,000 LotR TCG cards.
including 40 foil cards.
and who knows how many rares.
I'll have to count my rares sometime you know...

IMHO this site is to powerful. It gives maximum shadow value and allows to play orcs for free. Usually sites which helps SP so much have 0 value. I think there should be some limit, because you can play 8 orcs of cost 1 or 2 absolutely for free! Assuming you have 8 twilight in region 1 (which is very possible) you can play Orc Cutthroat and Orc Pursuer making everybody loose roaming, then just play another 6 orcs for free.

it is an orcs home "town". it should be much easier to play an orc than making it harder. plus, these new shadow sites IMO, from what i have seen of them, are horrible. they have such a low twilight, that you can’t play any minions. i don’t care what region you are in. Cobra

I agree on almost everything you’ve written. But still I think that your proposition is broken. I can built a deck, which will always play 6-7 minions on site 2 using this site. That’s not right. And you should care what region you are in, because it can be played in every region. If you chege it to

Instead of making it -2 twilight, how about "Sauron orcs are not roaming"

They automatically get site numbers when they’re played. A site played after the first two sites in the adventure path is still site 3. (Incidentally, it’s also a sanctuary because of that)
