Can you use confronting the eye more than once if you have more than one out? |

Yes -- the "limit" text applies separately to each copy of the card. (It also applies separately to each phase in which the card is used.)
For example, if you decided to go all-out with a Confronting the Eye deck and drew all four copies early, you could potentially add 8 twilight to give everyone +4 strength, and then do that again each fellowship phase. |
