No, the Decipher website said that 4M1 is not legal for tournament play. Of course in a casual game, if everyone knew what The One Ring, ATAR does then thats up to you. Or just play it as a +2 V ring.

 That's what I'm asking. Can I play with it in a casual game with a friend and just use the vit. +2 without the ATaR gane text?

It's a casual game, so why not? So long as you both agree on it. I'd just use it as a regular AtAR, myself.
