It is a 61 card deck, but I think that 61 cards has a minuscule effect on chance, and allows me to pack cards I need. Obviously, this is a control deck. The point of the deck is to use Overbeing of Myth/Aeon Chronicler/Ancestral Vision/Mulldrifter to draw cards, then Remand, Dream Fracture and Cryptic to draw more cards and finish with said Chroniclers and Overbeings. Curse of Chains is the best removal mono-blue has available, IMHO.

No it's not, Vedalken Shackles is way better. In fact, I'd recommend it. Probably also Isochron Scepter into Memory Lapse, it's amazing. You could probably lose some "finishers", you won't need more than 2-3 of them, and 2 maindecked Teferis are more than enough, perhaps you could stock up on more counters (Mana Leak, perhaps?) and/or Fire/Ice for Isochron Scepter, and maybe play Mystical Teachings for Teferi/finishers.
