Can Allies bare possesions/artifacts? eg. Can The Gaffer, Sam's Father use The Gaffer's Pipe ?
Can Allies skirmish at their home site?
Can Allies skirmish using any other cards besides Horn Of Boromir ?

yes, as long as you meet the requirements they can. For example, hobbit sword says: bearer must be a hobbit. So a hobbit ally can bear a sword.
yes, they can fight at their homesite, but their homesite is relaed to the different blocks. So for example Bounder. He has only in fellowship block a home site. Other than that, he has none.
