yes, he does. the same ruling with galadriel: both companions clarify their gametexts with the addition "for each companion you can spot...".  

edit: GE was faster...

You're right, logically they would have just bumped his base strength up 1 and said "for every OTHER hobbit you spot."  But this way they save space by removing the need for the word "other."  Roll Eyes
