Now you'll be exerting gandalf a lot each turn so I give you have patience and athelas, along with a single copy of moment of respite, Narya provides extra health and burden removal and the staff adds more vitality as well. I also used the threat trio of Aragorn, Merry and pippin as even more strength.

Like the threat mechanism. Would recommend more condition removal, Deep in Thought maybe. Roll of Thunder and Terrible and Evil could be nice additions. Maybe start Leader of Men and the 2 hobbits, that way you can cut 4 cards.
