Ok so what kind of potential does a deck like this have?

Out of the high airs + Gandalf's hat + A talent for not being seen + No Stranger to the shadows

Ides anyone?

I don't know if cards like No Stranger to the Shadows are X-ed in expanded, but otherwise Gandalf's Hat and Out of the High Airs is a pretty good combination. Just make sure you use Out of the High Airs before you use Gandalf's Hat.

Add Radagast and Radagast's Staff. Of, Last Throw if you are putting Gandalf into a Gondor deck.
