What happens with Scouring of the Shire if Saruman's Power (or something of that nature) is played? Would any Shire conditions be saved with SotS?

I would expect that the response occurs before the condition is discarded - therefore you can protect this condition using its gametext.

yes, they could be saved.
it's like deceit with Sleep, Caradhras, as long as there is pool, in this case tokens, to work with you can save your conditions.

When Saruman's Power is played, all Shire conditions enter the "about to be discarded" stage. Scouring of the Shire can respond to each (provided it doesn't discard itself), preventing the "about to be discarded" situation for that condition. Then when both players pass on responses, the rest of the conditions are discarded simultaneously.

I disagree, nothing in the game happens simultaneously, so one by one each condition enters the "about to be discarded stage" right? so wouldn't the shadow player get to decide which conditions are about to be discarded first?

Discarding in multiples is one of the few things in the game that happens simultaneously. Otherwise a card like Siege Engine would be in trouble, because it could protect only one machine before discarding itself.

Not sure if there's a rule set somewhere, but entries like these provide precedent:

When an effect discards "all" minions (thereby discarding their weapons), they are discarded at the same time. None of those minions may have weapons played on them with Plundered Armories.
