I'm sure this is covered somewhere, but I would like a concise answer here. What is the function of the PC going to be?

Is it merely going to be to create a list of banned cards, and errata others? Is it going to be something that legalises dream cards? Will actual new cards be printed?  I've heard a lot about 'getting permission from Decipher', so I assume it's more than just a group to decide which card is legal in which block, yet in that case I don't know what we need Decipher's permission for, besides printing DC's and reprinting original cards which seems great, but a little far-fetched. Or do people just want a sort of permissive blessing from Decipher?

The LOTR community is very divided and ultimately there is not really a straight answer to that question.

The way i see it there are three factions:

1) No PC - These players are happy with LOTR the way it is and do not want change for the sake of it. They feel the existing structures provided by TLHH are good enough. Some are concerned that a functioning PC may do more damage for the game than good (by banning or adding errata to cards). I hope this sums it up; perhaps someone from the no PC group may want to add more.

2) A small PC - This group of players are interested in formalising some of the processes that occur informally on TLHH. Their vision of a PC is probably quite varied. They are mostly interested in formalising rules support with current ruling documents, establishing tournament support with an accepted rotational playing format and a strong effort to get new players to pick up the game. They generally are not interested in changes that impact LOTR on a larger scale such as printable proxies, v-cards, etc.

3) A full-blown PC - All of the above aspects as well as an expanding card base in the form of v-cards, etc. They will need the blessing from Decipher.

I'm in camp two as well and think it should start small to help build just a player base, establish a worlds event and rotate in cards that might help here and there from later sets, but not make V cards right now.

From my perspective I hope that the community could/would work together to achieve the goals outlined in faction/camp 2. In the long run LOTR should benefit if the community can actively work towards the same goals.

I agree.

Tournament support and promotion are always a good idea but in my part of the world lotr tcg is probably well passed its 'hayday'. Although online play seems to be thriving.

It would be nearly impossible to enforce rule changes/erratas/banning unless every single person who plays lotr tcg were happy with the proposed changes. (Not very likely to occur).

I think I would have to go with faction 1. Nearly all of the ruling questions that I have seen in the archives get answered very well by tlhh's existing community.

I am with option 2 for the time being. Since we don't have a license yet, we should just do the most we can. And eventually if Big D allows, we go on with option 3.
