Coming in to the conversation late... but a couple of key thoughts:

Decipher has already made a distinction between wordings such as "site 9" and "any site 9" and site "numbers" as far as Shadows+ sites are concerned. I'm guessing that the clarification on Ulaire Nelya, Lieutenant of Morgul from the Comprehensive Rule book was probably added due to gameplay/balance reasons. However, I think you are all missing the point on Grimbold:

He cannot replace Fellowship/Towers sites because he is not legal in either of those formats!

He's a King block card. Wink And in the case of Movie Block, Movie Block only uses King sites.

I dont know about the others, but i know this, my point was becoming increasing hypothetical as i discussed how his text is phrased and how it would work. To prove it, its necessary to assume you can play whatever you want i.e. a friendly format.

I still disagree with Decipher lol. They may have given a ruling on it but it makes no sense. As Bib says the cards do what they say and there is no reason at all why in the world of common sense that nelya and grimbold wouldnt work in any specific block from fotr ttt or rotk.

It's like Dark Places... pre-Shadows cards that reference site numbers don't work quite the same post-Shadows. So in my opinion, Nelya was errata'd, and Grimbold should would in Fellowship/Towers, except for the fact that he's a King block card. No reason for the note on him to be, "This card can replace sites only in King, Towers, and Fellowship block formats," since people would say, "Whaaaa...?"
