If you're looking for cheap shadow that cycles well, I'd suggest making a simple moria swarm deck where nearly every card is a minion of twilight cost 1-2. Just throw in They Are Coming and, if you have it, Goblin Swarms.

...something like this:

Goblin Backstabber x4
Goblin Runner x4
Moria Scout x4
Goblin Wallcrawler x4
Goblin Sneak x4
Goblin Scrabbler x2
Goblin Warrior x2

Host of Thousands x4
They Are Coming x2
Goblin Swarms x2

That'll cycle like crazy! It may also kill your opponent.

Im trying to figure out why he included Aragorn in his fellowship... There don't seem to be any events that make him useful, and Arwen and the Swordsmen should be able to handle any minions that survive fairly easily.

In terms of a good minion side for cycling, I'd go with either archery or threat raiders. They are typically pretty cheap, but can back a nasty punch if they start getting their conditions out.

Yeah, he used to have a Gondor package, but phased it all out except Aragorn... I keep telling him to use Gil-Galad

Thanks for the tips by the way.

4x moving this way and 28 Nazgul. If you want it cheap use all common and uncommon Nazgul.
