Basically you need to install software and download card images, then you create an account. Once you have it, you can start building decks and playing games. At the start you are given some in-game cash which you can use to buy cards, you are also given additional cash each time you play a game (even if you lose, though you get more when winning). But even when you don't own cards you still can use them to play, there are some people on GCCG who only play, don't collect and don't own a single card.
