How does this work, rules-wise?  For instance, if I make Hill Clan fierce with Anger and he subsequently wins a skirmish and then plays another Hill Clan who then plays another Hill Clan (unlikely I know, but it illustrates my question best), how do all the assignments and fierce skirmishes play out? Can the initial Hill Clan play an additional Dunland man if he wins his fierce skirmish? Sorry if that's confusing, but I've always been a little hazy on how to resolve fierce minions that get played during the skirmish phase.

it says each time he wins. therefore ANY time he wins a skirmish, you can play a minion from hand. however, after the fierce skermishes are resolved, you can play more minions from hand, but they cannot skirmish. so they are really only good for stopping power.

i could be wrong, but that is my understanding.

You are correct.

There is only 1 fierce skirmish phase, so any minions played out during that phase will not be able to skirmish unless the fellowship moves again.

There can be many fierce skirmish phases (one for each fierce skirmish), but there is only one (at most, there can be 0 if at the end of last regular skirmish there are no fierce minions in play) fierce assignment phase, so any fierce minions played after fierce assignment is over cannot skirmish at this site.
