This is something I built after seeing Tempest use it on gccg. Not sure how close it is to the version he runs, but works pretty well like this. So far this is the only shadow to defeat my Gandalf Powerful Guide freeps.

The fellowship gives very little pool, Smeagol and Aragorn are 17 and 13 when set up. Swear By the Precious will make sure you win the skirmishes. Deagol plays stuff in the skirmish phase to avoid giving pool in fellowship phase  and to filter, Smeagol can also help filter when he wins.

The shadow is about overwhelming the ring-bearer with Bill Ferny, Agent of Saruman. Use Column of Easterlings, Gathering Strength and Chieftain of Dunland to make Ferny huge. Control Sites with Wandering Hillman and Engrossed Hillman.

Thorongil and Legolas, Woodland Emissary are direct counters to this shadow. Besides those two and The Great Ring, Bill Ferny can usually overwhelm the ring-bearer.
