I need help cutting this deck. It's 37 cards. Also it probably needs fixing, as it has some cards I'm not sure about.

The best besieger minions are easily Gorgoroth Assassin and Great Hill Troll, so you should be playing 4 of each of them.

Try something like this:

Great Hill Troll x4

That's a nice tight Besieger build that works very well.

With only 2x Siege Troop and 1 Troop Tower, how do you control sites with this deck?

The goal with that version of the deck isn't to control multiple sites.  You can usually get one by the end with either Siege Troop, Gorgoroth Swarm, site 5 (Crashed Gate) or Troop Tower and then use Troll of Gorgoroth, AoS to stack some stuff (hopefully Great Hill Trolls) which you can play for sure at site 9 with Their Marching Companies.

But, even one site is just extra and not needed.  The strengths of the above version of the deck is in it's ability to strip the opponents cards (via Grond) and get frequent stops so your free peoples can run.

If it is not sites you are after, I would cut 1 Tower Walkway and add an extra Ithil Stone.
