Wraith World adds three burdens...so if GotDC were out, does that mean an exertion for each burden, or just one exertion for the initial burden trigger?

I can see it going both ways...GotDC says, "Each time a Wraith card adds a burden," meaning that since Wraith World adds three burdens, there are three exertions...or, "Each time a Wraith card adds a burden," meaning that the effect is triggered by one burden per Wraith card, and that subsequent burdens from the same card do not trigger.

Thoughts???
