It's always the player doing the spotting. You're required to spot Sam ("can spot"), and he does get a strength +1 bonus from himself.

Yaaaaaaaaaaa. Now my other question is... When it says other, That means you can't spot the card that says that right?

What was that scream? And that's correct, if Sam had said "for each other companion you can spot," he wouldn't be included in the bonus.

He can only spot a maximum of 2 hobbits, the ones next to him in the fellowship. Because he's so flat he can't see over the other card to spot the rest.

Clearly the best recourse is to array the fellowship around him. (If your opponent asks, just say you're keeping him safe in the middle of the herd.)

You can use a card holder to have him upright at the end then he can see them all. And if you put a mirror at the other end, he can see everyone twice!!

Or hit him on the head, give him a few drinks...that will solve the double spotting as well

Bad mod. Quite ruining all our fun. Don't dead pile it, Council of Cobra it!
Do the two mirrors on opposite sides thing. That way, he can spot infinite hobbits!
