So I have been confused for a long time about site control. What exactly is it how does it work?

It's a concept introduced in The Two Towers. Essentially, the Shadow Player tries to take control of sites with effects like Hillman Tribe, Down to the Last Child or Siege Troop, and then gain benefits for controlling those sites using cards like Hillman Horde or We are the Fighting Uruk-hai. The Free Peoples player also has access to cards that liberate sites, such as Haldir, Emissary of the Galadhrim.

Ok but like can you pick any site? Also since it goes to the support area is the game text active?

You have to take the lowest-number site that is on the adventure path, and you cannot control a site until all players have advanced beyond it.

The keywords of a
controlled site still apply.

Except if you are playing a format that includes site control and fellow block path; once there are allies that "copy" the site's game text or something like that. In that case i think the site text is there to be copied; but these cards enters as "golden rules" cards that go in the rules otherwise to creat a mechanic.
