Here's the list:

Free Peoples Draw Deck:

Starting Fellowship is Frodo, Merry, Sam, and Pippin. I'm trying to cut this to 30 cards, and also figure out what other sites to add that will HELP the fellowship side. Note that I only have cards from the fellowship set.

You can cut

1x A Talent for Not Being Seen
1x Hobbit Intuition
1x Hobbit Stealth
1x Hobbit sword
1x Bounder

That is 5

if you really want to cut down to 30 you can cut 2x Aragorn (as your starting fellowship allows you to bid up to 3 and still leave site 1 with 0 burdens) and always bid high to go first and use Prancing Pony to dig him up. That is a little bit risky though since most of the decks that do not run the Prancing Pony usually bid high to mess your FP up.

I would recommend cutting Pippin, Friend to Frodo for Pippin, Hobbit of Some Intelligence as the other Pippin does not seem to do much in the deck.

Concerning sites - they really depend on your shadow as many of them do not have any FP bonus effect but rather Shadow bonus effect.

Why do you want to cut the deck to 30 cards? Surely you could pair it with a fast-cycling Shadow side (They Are Coming, Abandoning Reason for Madness, etc.) and run something that is comfortably 34/34?

That said, there are several changes that I would make overall. I would certainly start with mathes' suggestions, but there are other thoughts I have:
- Mithril-Coat could be the difference between life and death, particularly against [Moria] swarm.
- Similarly, O Elbereth! Githoniel! should be splashed.
- I'd cut one copy of Sting rather than one copy of Hobbit Sword, personally.
- If the deck is a bit bigger, four copies of A Promise can make Sam and Frodo potent fighters.
