Does Crashing Cavalry prevent the use of only abilites printed on characters or all abilities in that skirmish? I think it is the latter, though in either case the gempukku card is bugged, since it does not affect the charcters at all.

"Those characters cannot use skirmish special abilities" says that the minion and elven companion cannot use special abilities, but it doesn't restrict other skirmish actions (e.g. on conditions, allies, any other companions/minions).

For example, if Saruman, Curunir is in play and Crashing Cavalry is used to assign Legolas, Fleet-footed Hunter to some other minion, then Saruman can still use his ability to take Legolas' hunter away.

Crashing Cavalry only affects the special abilities printed on the two characters that it assigns. All other special abilities function normally. Gemp is working correctly, since in the game you and I played, I wasn't able to use Column of Easterlings' ability to increase another minion's strength.
All cards do what they say, no more, no less.
