Also, Shire! Baggins! Seems to be overly strong- the text is very close to saying "When a nazgul is assigned to a hobbit, exert that nazgul to kill that hobbit"

It's a delicate balancing act. Canceling skirmishes is so tough on Ringwraith decks. What about something like this...

"If the Free Peoples player assigns a Nazgul to skirmish a Hobbit, exert that Nazgul. If the Free Peoples player cancels this skirmish, add 2 burdens."

My bad on that event, I could have sworn it was a condition.

And I like the Shire! Baggins! update- adding burdens plays in well with the rest of the nazgul and their resistance checking abilities. This way the free people's player would really have to make a tough choice on who to assign to the nazgul.

We'll have to see how 2 burdens plays out- getting even 2 of these events to work would might not be too difficult- and it's not so bad if a shadow has a built in weakness anyway. The four hobbits beat 5 of the 9 just by their knowledge of the land and their running/hiding skills
