Faramir's Bow, Ithilien Longbow

Double checking ... If you use his ability to exhaust a minion can you then skirmish him normally and if his strength is more then the minion he is skirmishing he would then kill him altogether?

Has anyone used this bow on Faramir and if so what good results have you achieved with it. I do not have either of Faramir's bows but I want to get at least one, this one seems to do the most damage as in an outright exhaustion.

UPDATED Thought.. Even tho I am still interested in one of Faramir's bows. I discovered the card Ranger of Osgiliath which all you have to do is discard two cards from hand to exhaust a minion. Is this a better choice in someways, if you do not mind playing with a copy or two or Three of him?

First Question: Yes

Second Question: it is a Regroup action...
