The White Council Set - Nazgul

Part 3 of the White Council Set (see explanation here: http://lotrtcgwiki.com/forums/index.php/topic,11500.0.html) - the Wraith culture. The Nazgul in this set each have a unique method of becoming hunters, and if they meet those conditions, they become fierce and can unlock other powerful cards. I worry that some combos may be overpowered, so I invite your feedback in how I might tone it down while maintaining the spirit of the new mechanics. And please let me know what culture you'd like to see next (we've done sites, dwarves, and now, wraiths).

[8] •The Witch-King, Ring Hunter [Wraith]

The Free Peoples player may not remove burdens.
While you can spot a burden, this minion is Fierce and gains hunter X, where X is the number of burdens you can spot.

Skirmish: If the Witch-King is fierce, damage +1, twilight, enduring, or hunter 1, remove [1] and discard a [Wraith] card from hand to make him lose that keyword and gain another of those keywords until the regroup phase.

Bearer must be a Nazgul.
Shadow: If bearer is fierce, damage +1, twilight, enduring, or hunter 1, remove [1] and discard a [Wraith] card from hand to make bearer lose that keyword and gain another of those keywords until the regroup phase.

To play, discard two cards from hand. Bearer must be a Nazgul.
Response: If the Free Peoples player uses a companion's or ally's special ability and bearer is a hunter, exert bearer to prevent that.

Possession • Hand Weapon
Strength: +1
Vitality: +1
Bearer must be a Nazgul.
If bearer is a hunter, at the start of each skirmish involving bearer, you may exert bearer to make it damage +1.

[2] Ever Present [Wraith]
Condition • Support Area
When you play this condition, add a token here for each [Wraith] hunter you can spot.
Response: If the fellowship moves during the regroup phase, remove a [Wraith] token here or discard this condition to heal a [Wraith] minion.

(0) Fog on the Barrow Downs [Wraith]
Condition
Weather. Plays on a site. Nazgul at this site are not roaming.
Discard this condition at the end of the turn.

[1] Memories of Angmar [Wraith]
Condition • Support Area
Resistance: -1
Bearer loses Hunter and cannot gain hunter.
Skirmish: Transfer this condition from your support area to a companion (except the ring-bearer) skirmishing a [Wraith] hunter.

(0) •Silent Watchers [Wraith]
Condition
To play, spot a [Wraith] minion. Plays on a site.
When the fellowship moves to this site, add [1] for each companion who does not bear an artifact.

[3] Never Stop Hunting You [Wraith]
Condition • Support Area
Response: If [Wraith] hunter minion is killed or discarded by the Free Peoples player, stack it here.
Assignment: Exert 2 [Wraith] hunter minions (or a [Wraith] hunter minion twice) to play a minion stacked here as if from hand.

[3] All Fled [Wraith]
Event • Regroup
Exert the Witch King 3 times to discard each follower.

(0) Circling Like Vultures [Wraith]

Spot an exhausted companion to play a possession on your [Wraith] hunter minion from your draw deck or discard pile.

So this is tricky. The cards do have a really high ceiling (esspecially the wraiths themselves), but I'm not quite sure if it's to good.

I find it difficult to say if these would be broken/to good in game. This'd be an archetype you'd have to play test to find that out.

Anyway, adding some drawbacks to certain cards would be good either way. So maybe something to preevent them being to splashable on the minions and/or something else on some of the other cards? I'm not sure.

If we're seeing a fellowship culture next, what's about  [Gandalf]? I'm kinda curious to see what you made out of that.
