After some discussions with Hobbit_Lad, the text of  "Eastemnet Plains" was changed to:
Plains. Fellowship or Regroup: Make the move limit +1 for each culture over 2 you can spot in the fellowship (limit once per turn.)

Otherwise, it would not be very clear, when the bonus was to be applied, as the number of cultures might continually change (new ones played, old ones dying).

I will be updating the text of this card within the next day to reflect this change.

I will also be updating Arrows of Light to add the "(to a minimum of 0") qualifier, correcting the spelling error on Answers in the Fire, and re-wording Crippling Arrows to say, "Until the regroup phase, each wounded minion is prevented from being fierce."

That said, I will have to find alternate hosting for the cards for the time being because Kralik has not been in touch with me for some time. These original images are hosted here on the Wiki, but I have no way of updating them right now because I have no FTP access. I hope to secure some web hosting on Monday and then I will change the image mapping to reflect the new host.

Retribution allows you to give conditions, minions, and sites a str +1 Bonus (lol!)

Southfarthing doesn't play a pipe at start of the game

Goblin scimitar (I think this one was fixed) doesn't add str bonus.

The following have been fixed (after next restart):
"Endurance of Dwarves" now adds vitality
"Gimli's Battle Axe" now adds strength

"Southfarthing" does not work, because (from rules):
"Site text is not active when the starting fellowships are played."
Its text will probably have to be changed to work within the rules.

dont know if this a bug or not, but when i play crossing the threshold and i have my own copy of the great eye in hand, it allows me to reveal the great eye and add a burden to my own ringbearer.

crushing blow is only giving +2 strength bonus even if a dwarven card is stacked on a condition

So we are having some issues when it comes to the rules and cards stacked on conditions. In Comprehensive Rules 4.0 it says, "Stacked cards are not in play and are not active. You cannot spot them."

But then we also have cards like Goblin Swarms and all the stacking Besiegers, which definitely create situations where a card (or site) checks to see what kind of card is stacked on it. I'm not sure how to remedy this problem. It looks as though some cards may need to be re-tuned in order to align with the rules.

Depends on the card. Cards in the discard pile are not in play or active, but you can still play Gollum, Plotting Deceiver if you have initiative. Cards in your hand aren't active either, but there are plenty of interactions with them (e.g., Power and Terror). Catapult checks a card on the top of a deck. I think that the rules create a distinction between the ability to spot a card and the ability to see what a card is. To spot is a specific action, and there are valid and invalid targets of it. To see what a card is, you just need eyes (and permission). You'd need to reword any cards telling you to spot those cards, but it's easily done the same way Troop Tower does it: "for each..." Other than that, the rules aren't very restrictive here.

Yeah this is my conclusion as well. Eventually I'll need to make a pass to ensure we have consistent phrasing on the cards in this set. We're making good progress though. Hopefully in another couple weeks we will have the majority of bugs worked out, weird rules interactions fixed, and can start focusing solely on balance changes.

But Elves have to get nerfed now. Good lord. I had no idea they would be this powerful. Haha.
