The White Council Set - Gollum

We're almost finished, and now we move to the Gollum culture, which primarily builds on mechanics already available (discarding Smeagol, Gollum targeting the ring-bearer, etc.) but also builds up the way Smeagol and Gollum affect each other when both are on the table. A few cards (like Don't Take it To Him and Bitten Off) provide some potentially radical changes to the game; let me know if you feel they're too extreme. Enjoy! Just Gondor and a few cards from the Pre-Shadows minion cultures left.

At the start of each skirmish involving Smeagol or Gollum, reveal a card at random from a Shadow player's hand. If it is a Shadow card, Smeagol and Gollum are strength - X until the regroup phase, where X is that card's twilight cost. If not, Smeagol and Gollum are strength +X until the regroup phase, where X is that card's twilight cost.

Smeagol and Gollum are damage +1 for each burden you can spot (limit +2).
Response: If the fellowship moves to any site 9, add 2 burdens to play Smeagol from your discard pile. Discard this condition.

If the fellowship is not at a sanctuary, discard Smeagol to prevent the fellowship from moving this turn. Skip each phase until the regroup phase. Each Shadow player may discard up to 3 Shadow cards from hand.

If Smeagol is not assigned to a skirmish, add each burdens and threats equal to the number of minions skirmishing the ring-bearer to have Smeagol replace the ring-bearer in that skirmish.

Discard Smeagol to make the move limit +1. Each time the fellowship moves this turn, each Shadow player may draw a card for each companion you can spot and place each unbound companion in the dead pile.

Each time the Free Peoples player assigns Gollum to a ring-bound companion, you may exert Gollum to make them add a burden or a threat or exert a companion.

Skirmish: Remove [3] or discard this condition to prevent Gollum from being overwhelmed unless his strength is tripled.

Each time the fellowship moves during the regroup phase, you may discard a Gollum condition to play Gollum from your discard pile or heal a [Gollum] minion twice.

Exert Gollum twice (or spot Smeagol) to spot a follower. Remove that follower from the game. If that follower is Deagol, Gollum is strength +1 until the regroup phase.

Spot Gollum and remove 2 threats to make Shadow players take the first action in each phase until the end of the turn.
