The White Council Set - Gondor

The penultimate culture is Gondor, which is admittedly too big. There are multiple subcultures here: one is centered around a powerful Aragorn ringbearer with severe drawbacks, another is a fresh wave of fortifications and possessions for knights, a third introduces beacons, which are tricky to use, but provide major bonuses to Rohan characters, and there's even a hint or two of [Gondor] wraiths. Which of these should be kept and which should be scrapped?

The only cards left to be posted now are a mishmash from [Moria], [Isengard], and [Sauron]. All other cultures can be found here:

Each ranger is ring-bound.
While Aragorn is the Ring-bearer, each time the fellowship moves, add a burden for each card he bears. If you can spot another ranger, you may exert Aragorn X times and add X threats to prevent this, where X is the current region number.

While you can spot 7 beacons, this companion is resistance +2.
Response: If a beacon is about to be discarded, exert this companion or discard two [Gondor] cards from hand to prevent that.

While at a sanctuary, Aragorn may not be overwhelmed unless his strength is tripled.

To play, exert Aragorn, Elendil, or Isiludur.
The twilight cost of each other [Gondor] artifact is -1.
At the start of the manuever phase, if you cannot spot a threat, you may exert a [Gondor] man twice to make him or her defender +1 until the regroup phase.

He is a ranger.
At the start the manuever phase, you may exert Aragorn to make him gain hunter 1 until the regroup phase.

Bearer must be a Gondor companion.
The minion archery total is -1.
If bearer is Boromir, he is a knight and shadow players may not play skirmish events during skirmishes involving him.

Each minion skirmishing bearer who bears a fortification cannot use skirmish special abilities.

To play, exert a ranger.
Each companion who is not a ranger is strength -1 and resistance -1.
The twilight cost of each of your sites on the adventure path is -1.
At the start of the regroup phase, any shadow player may spot a minion to discard this condition.

Plays on a ranger.
The twilight cost of each of your sites on the adventure path is -1.
Discard this condition if the fellowship if the fellowship is at a dwelling or battleground site.

[2]The Paths of the Dead [Gondor]
Condition • Support Area
While the fellowship is at a sanctuary, wounds cannot be healed.
At the start of each turn, if the fellowship is at a sanctuary, you may spot Aragorn and add a threat to play a [Gondor] wraith from your dead pile. Discard this condition.

[2]The White Tower of Ecthelion [Gondor]
Condition • Support Area
Fortification.
Each minion bearing a fortification is strength -1.
Manuever: Discard 2 [Gondor] cards from hand to make a knight gain muster until the regroup phase.

While Frodo is the Ring-bearer, Aragorn bears a hand weapon, and you can spot more minions than companions, Aragorn is defender +1.

Exert a [Gondor] man or spot 3 knights to transfer this condition from your support area to a minion skirmishing an unbound [Gondor] man.
Companions skirmishing bearer cannot be overwhelmed unless their strength is tripled.

To play, exert bearer X times, where X is the current region number.
Bearer is Ring-bound.
When the fellowship moves to any site 9, you may discard this condition to remove X burdens, where X is bearer's vitality.

Response:
If a fortification is discarded from play, stack it here.
Archery: Spot a knight and remove a card stacked here from the game to reveal a card at random from a Shadow player's hand. That player must discard a Shadow card from play with the same twilight cost as the revealed card.

[5] Gondor Responds [Gondor]
Event • Response
If a minion uses a special ability, exert a [Gondor] man to suspend the current phase. Begin a skirmish phase involving that man and that minion. When it ends, resume the suspended phase. If that man wins the skirmish, cancel the minion's special ability.

Exert a man twice to make him or her strength +1 for each beacon you can spot.

[1] Let's Hunt Some Orc [Gondor]
Event • Regroup
Spot a [Gondor] companion and a minion to make each hunter you can spot gain hunter 1 until the end of the turn.

[5] Much Must Be Risked in War [Gondor]
Event • Manuever
Spot a [Gondor] man with 3 or more vitality and exhaust that man to suspend the current phase. Each Shadow player assigns one of his or her minions to skirmish that man. If that man wins that skirmish, you may liberate a site. At the end of this skirmish, resume the current phase.

If a Shadow player plays an event or uses a minion's special ability and you cannot spot a threat, exert a [Gondor] companion twice to prevent that.
