You can. One of the Rangers is played first at twilight cost 3, for Faramir is ring-bound. The other Ranger has a reduction of 2 for he does spot an unbound companion of 3, so he costs 1, total of 4 and you're done!
I can see where the confusion comes from, Faramir's twilight reduction only appies when you play him, so he is 2 when you play him, but 3 afterwards, so your rangers can spot a 3 twilight comp.
You can have a 9-companion starting fellowship. Faramir, Captain of Gondor, Aragorn, Strider, Madril, Defender of Osgiliath, Halbarad, Ranger of the North, and 4 copies of Ranger of the White Tree.
