Couple of points I notice...

Starting Fellowship:

Arwen, Staunch Defender

This is an illegal starting fellowship. It's easy to miss this, but you play companions in your starting fellowship 1 at a time. So, first you play Elladan for , then you play Elrohir for which uses up your quota, or you play Elrohir for , then Elladan for which still uses up your allowed. You cannot start Arwen as well.

It also seems like you're running 28 Free Peoples cards and 35 Shadow cards. Are you sure you've quoted your entire deck? You know that you need an equal number of Shadow and FP and both have to be at least 30?

It also seems like you want more Small Hope (extra copies will never hurt you because they can boost your guys) and that you don't need Harsh Tongues or Rout - initiative just seems like a side strategy that is unreliable and doesn't seem to further your deck's goal of adding burdens.

This deck is also not standard due to all the Towers and Fellowship cards. You might want to move it into expanded.

Well, I would try to play Witness to History with Still Needed and Attunement. Attunement with the Sons of Elrond is just mad! Other good stuff for Elvents: Celeborn, the Wise, High King of the Noldor (though obviously, hardly anyone actually owns this card and those that do don't trade it), Ring of Adamant, Glimpse of Fate, Shrouded Elf, the obvious Forearmed etc.
