If you use only elfs I would go with archery.  I would use the following cards as the core of the deck.
Legolas Greenleaf
Arwen DOE
Haldir EOTGW
Lorien Elf (use for Elven Bow or a sacrificial company)
Elven Bow
Double Shot
The Splendor of Their Banners

Watch out for anti archery shadow cards in FOTR Block.
Other elf cards to consider...
Bow of the Galadhrim
Long-knives of Legolas
Asfaloth
Gwemegil
The Tale of Gil-galad
Elf-song
The Seen and the Unseen
Defiance
And don't forget a few cards to help Frodo.

I found out that its possible to make a semi-competitive elves hospital deck with Shoulder to Shoulder and the 2 site 3 dwarves.

Yes, but it's so much twilight and set up for such a small benefit! Celeborn alone will probably accomplish most of what's needed with Galadriel, not to mention she makes elves free, so it's directly countering one of the issues, twilight/setup.

Celeborn cannot heal companions. Shoulder to Shoulder can but I agree that it does add a lot of twilight. But let's be honest, solo Elfs are very weak, so giving twilight and moving one site at the time most of the time is not too bad I would say.

I'd still go with allied fire (thus Celeborn) and Forests of Lothlorien for solo elves, and it might actually surprise you, between that and Voice of Nimrodel, elves are actually pretty resilient, being able to do anything you might need freeps-wise.

It actually sounds like a good idea. Using Hobbit Stealth from 1-5 and Voice of Nimrodel for 6-9.

The problem with FOTR Elves is that they don't have any generic weapons that can go on any of them besides the Elven Bow. All they have is the unique weapons for Arwen and Legolas, so Haldir gets the short end of the stick when it comes to fighting.

It wasn't until TTT that mono-Elves became a viable strategy.
All cards do what they say, no more, no less.
