So, for cards like Gondorian Ranger and other cards like that, does that make the minion roaming if they are at site 9?

Yes. If a minion's site number is higher than the current site, it is roaming.
All cards do what they say, no more, no less.

It's interesting, I occasionally encounter players who are under the impression that it's not possible to increase a minion's site number higher than 9, and that no minions are roaming at site 9. I want to say these are generally European players, who insist it's some sort of rule. I wonder where players are getting this idea from?

That is always what I thought, so it is probably my fault. Because I have a HUGE effect on how Europeans think.

Really, though, it makes sense, since a minion cannot have a home site higher than 9. So, their site number shouldn't be able to increase past 9.

Well, in theory, site 9 marks the end of the quest, at which point the ring is dropped into Mount Doom. The quest generally ran from west to east... but Mount Doom is not the eastern-most point in Middle Earth, it is simply where the quest ended. So it is certainly feasible that some minions came from lands farther east than Mount Doom, and would thus be out of their territory even at "site 9."
