I thought of a cool combo, Merfolk Thaumaturgist + Seredib Sorcerer!
The deck though is simply counter and "ping" everything else.
WARNING! Very Slow.

4- Merfolk Thaumaturgist
4- Serendib Sorcerer
4- Prodigal Sorcerer
4- Fledgling Mawcor
4- Clone
4- Vesuvan Shapeshifter
4- Cancel
4- Spellburst
4- Rune Snag
1- Logic Knot
1- Pact of Negation
22- Island

I think you need a finisher or some sorta strategy like that. Prodigal Sorcerer and Fledgling Mawcor are worthless. COMPLETELY. Try like, Guile. Yeah. With the number of counters you run, Guile would be AWESOME!

Drop these

4- Prodigal Sorcerer
4- Fledgling Mawcor

For 4x Guile and 4x Cryptic Command.

May also drop the Clone for 4x Scattering Stroke (nice counter).

i wasnt trying to design a guile deck. the mawcor and prodigal sorcerer do enough damage to deal with most cards, especially if i turn a creature into a 0/2. the counters wont by ever really needed for creature. I probably could get rid of one of the cloners for cryptic command though.

Guile is THE finisher for blue decks. Him and Teferi alone make a blue deck a force to be reckoned with.
