I am assuming that making a Drawf Companion Hunter 1 as a skirmish action means that he is only Hunter 1 until the skirmish or regroup is complete is that true? I guess it would be awesome if once you made him Hunter 1 it stuck with him.

Check the Comprehensive Rulebook, under "skirmish phase(s)" in the second paragraph.

OK did that, so no he is only hunter for that period of time.

You got it! Imagine how crazy it would be if you could continue to stack Hunter 1 on a companion and it wouldn't go away. Since Hunter is a numeric statistic, the effect will stack (Making a Hunter 3 companion such as Gimli, Eager Hunter now Hunter 4) - a Dwarf could get Hunter 17 without much issue and the Shadow player wouldn't be able to do anything about it.

Yea really. Sadly outside of Gimli there is no one else that is a Hunter of the Dwarf companions. They took some of the elves from previous sets and made them hunters and of course many of the Gondor men ended up being hunters in the latter sets but no Dwarf companion. That may have fallen in line with the movies, but in some cases in the game Decipher has taken extra liberties on things. No biggie I guess.
