 Eomer's Bow

 4x Sturdy Shield
 4x Horse of Great Stature
 2x Rohirrim Doorwarden
 2x Rohan Stable Master
 4x Rohan Worker
 2x Our Inspiration
 2x Brilliant Light
 4x Dispatched with Haste
 For Death and Glory

Your starting fellowship is illegal. Gamling needs to spot a [Rohan] companion, and Eomer will cost 3.

Site liberation is a meta specific deck type. If you look through the usual standard decks, not many focus on it. But it smashes decks that focus on it.

Try Eowyn, Willing Fighter or Gamling, Dutiful Marshal in the starting fellowship and replace a Dispatched with Haste with Eomer.

Like it. But the emphasis shouldn't be on site liberation, the Workers are sweet, but pick a different generic Rohan companion. Run more Gamling's Horn and make your Workers pwn when there aren't any sites to liberate. Sturdy Shield is nice, I'd keep that.

But yeah, this would actually work in block. Because the number one shadow is Uruk Site Control.

Why no Eomer's spear? A strength + 2, damage + 1 for your big man....And couldn't Fall back to Helm's Deep be an interesting addition? What if a Ugluk pays a visit that you cannot counter yet?
